I really, really wanted to enjoy this book. I think David Kennedy has chosen an important topic, and one that's insufficiently understood in the policy-making space. The idea is a good one: that "expertise" - far from being an objective and technocratic means of making decisions - is actually just one more contested realm that provides a backdrop for the contest of ideas and assumptions underlying politics.But in the end, I honestly couldn't read the whole thing. Kennedy consistently stays at the level of rhetoric and generality, and every time you think he's going to get into specifics about how experts work or should work, he disappoints you. Even his call to students and emerging bureaucrats to do something different (which I completely agree with) suffers from this vagueness. What kind of world do you want to see? How should "experts" stop reproducing the inequities of the modern administrative system and help to fight for a better and more honest way of doing things? I have faith that Kennedy is on the right side of things, but in the end I quit reading because I lost patience.So I guess, three stars for the good and thought-provoking idea, but no more because of the execution.

At least within the US, Kennedy was instrumental in showing a lot of us new ways to be more critical about our legal education and practice, and to become reflective of how we experienced our various professional roles. Law is a set of techniques to push positions, strategies designed for a 'world of struggle', it carries no internal morality or inner agency - but conversely, this puts the weight of responsibility for the character and direction of law upon those who live and practice the law. The argument simultaneously operates as social constructivist stripping of ideals and a deeply ethical polemic. This monograph, for me, is a formal treatise of this position as it has developed over the last few decades, and laid out in a format that transcends the particularities of legal orientation and speaks across expertise involved in global governance.It resists, in a knowing and sensitive way, many common tropes of contemporary scholarship: gone is the emphasis on critique, the tendency to embed experts within institutions or specific political dynamics is muted, footnotes as credibility are kept to a minimum. Not that any of this wouldn't be important, or stuff that Kennedy hasn't done before, but the book's deliberate choice to move in a different direction feels classic and fresh all at once. It provokes subtly, or uncommonly, and deserves multiple reads.
